What change would you like government to make?
I would like government to reorganize and end duplication. I would like to combine the Food part of the Food and Drug Administration with the Agriculture Departement. That way one inspector can go into a filthy food production facility and not get in an argument with the manager what is Ag dept responsibility. Instead the filth can be taken care of or the inspector can shut the facility down.
The drug part should be put under the Health Department. A lot of duplication would likewise end. Of course a lot of bureaucrats doing the same work might need to find other jobs but this nation might be able to use more people doing productive work rather than pushing paper.

What are the rights of the government?
The rights of the government is solely limited by the power that the people grant to them. For the United States, their rights are highlighted in the Constitution and to serve the people by forming a more perfect union, providing for the common defense, insuring domestic tranquility, and establishing justice in a legal manner. It varies from country to country, depending on their value system. So if the United States was to regulate health care, regulate education, and all social services, it would not have the right to do so because our value system is a democracy where our government does not possess the power to do so. The rights of government are also moderated through checks-and-balances to prevent excessive growth.
