If a very deep, wide hole were dug down to well below the water table inland and filled with clean stone, it could provide a conduit to pump flood water into in order to replenish the water table. This would be a major advantage to every one concerned, up and down stream.
So far as tropical droughts are concernd, droughts could be often prevented in the first place if termites were eliminated that eat the mulch cover over the soil. This mulch aids considerably in water infiltration and even acts to store water itself as opposed to running uselessly into the ocean over vast areas.
