Well with this it can go two ways:
Firstly: It could be because this guy likes you as its a classic they annoy you to just get your attention, guys don't realise girls can't stand it when boys do this but it's their way of flirting. If he laughs when he sees you its because he could shy and embarrassed so they only reaction he has is to laugh. The way you can tell if he likes you is, if he is with his friends is he like this. Because, yet again, he's shy and doesn't want to show this to his mates; or if he's on his own then he wants you to notice him. If this is the case and you like him, you should play hard to get then he will try something else or be nicer.
Secondly: I don't think this is the case but maybe it's because he's just a very immature boy. Who knows. I don't think this is the case though because they wouldn't annoy you as much; its more likely he would totally ignore you or be nasty instead of laugh and stuff.
