Flare guns are not firearms. They are usually made from weak materials and have thin barrels specifically to prevent such use. They cannot withstand the pressure of a standard shotgun shell. The flare launcher will likely explode. Even if it does not, the recoil from a full power load in such a light launcher is likely to cause injury.
Either way, you would be risking serious bodily harm to try it. Depending on local laws, firing real ammunition from a flare gun may also be a crime.
