Will getting another parrot stop the first from plucking itself?
You should probably buy a cheap bird pacifier to take care of the problem instead of an expensive parrot. Or just some interesting toys. The bird is probably bored.
This means either your bird is extremely sick or something is really bothering it, like its surroundings or something.
You should firstly take him to the vet right away if this has been going on for a long time.
If it was very recent, check the cage surroundings for things that could be bothersome, such as an air humidifier, dehumidifier, heater, air conditioner, etc

Why does your budgie have a lump on his chest?
Budgies are very susceptible to fatty tumors, especially if they are fed a seed-only diet. Some fatty tumors are harmless, but some are not. Your vet can make that determination, it's not something that can be figured out over the internet.
Budgies can't pull out feathers that they can't reach with their beaks. If a bird is losing feathers on its head or neck, the problem is not plucking (unless a cagemate is responsible for the plucking). Bald spots are not normal for budgies, even elderly ones. You should consult an avian veterinarian.

How do you stop a miniature macaw from attacking people?
It would be completely irresponsible for a person to release a domestic parrot into the wild. The bird would not survive so that's not an option. There are different types of parrot aggressiveness. Are you referring to parrots who bite their owners when the owner tries to interact with the bird (such as when the owner is trying to clean the cage, service food dishes, etc., meaning the bird is simply an untamed bird) or are you referring to the parrot actually physically attacking someone in the home? Parrot aggressiveness, such as attacking people by flying off the cage and landing on someone or runing across the floor attacking feet, usually is the result of the parrot being bonded to a single person. When certain other individuals approach this person and the bird sees this, the bird becomes protective of the single person s/he is bonded to. It's the parrot's way of protecting his/her human "mate" from what the parrot perceives as a threat to it's favorite person. Best way to resolve the latter is to cage the parrot when these certain individuals are in the home. If it's a matter of the parrot just being untame, then there's a process you can go through to try and tame the parrot.
