This is a misconception. What you here refer to as “greater Brussels“ is actually Brussels with its 19 communes. Wheelers great Paris consist also of the suburbs. It’s because the way the city administration works is different But obviously Brussels is not only consist of the old city center. So in reality, Brussels is bigger than Paris, but it’s less populated, making it a very spacious and vast city. (Source: I lived in both Paris and Brussels.)
