If you just spray bombed it, you'd get paint into the pins and it would render the knife inoperable. If you disassembled it, sprayed the handles, and removed any paint from the holes for the pins, then you could still have a functioning knife.

It depends on the knife you buy. Some brands have terrible cheap knives, but the more expensive ones are amazing. It depends on the price range and what you are looking for (action, style, blade, ect.)

Not 100% sure, but I've seen multiple places online say it is LEGAL as long as the blade doesnt exceed 4 inches.
