A 9x13 pan has a much greater volume than a round cake pan... if you need to use round pans you would probably be better off substituting two 9' round pans for one 9x13' pan.
Ex.: The volume of a 9x13 pan is 9*13*1.5 = 175.5
Volume of a 9' round pan is 3.14*4.52*1.5 = 95
So a 9' round pan will hold about half the batter of a 9x13' pan.
A 9" X 13" baking pan would work well.
You should order for only 90% of your guests. Some people will not eat the cake. So again, only order for 90% - in your case that means 12 people or one cake box mix - or one 9 inch round/square cake.

A centimetre (cm) is a measure of distance or length in 1-dimensional space. The cross-sectional of the cake pan is a measure of area in 2-dimensional space. The two measure different things and, according to the basic rules of dimensional analysis, conversion from one to the other is not valid.
I can't find anything on capacity for this size pan. 12x18x2 takes 14 cups, but that doesn't help you much. You can determine the pan capacity by pouring water, a cup at a time, about 2/3 of the way up the side of the pan. That will leave room for the cake to rise.

Sheetcake pans come in a variety of sizes and depths. What size you want to use depends on the number of servings you want. Also, make sure the pan will fit in your oven. Not all full sheet cake pans fit in all ovens.
Typically a full sheet cake pan is 18"x24" and will serve 108 2"x2"servings. This size pan, however, will not fit in a standard oven so manufacturers have created other sizes that are still referred to as "full-sheet." Though the math really doesn't work out:
1/4 sheet pans are 9"x13"
1/2 sheet pans are 12"x 18"

Yes you can. I've used it before I realized that there's now a pam spray specifically for baking which has a built in flour with it. They'll both work though for baking a cake and any other baking as well. Good luck with your baking!
Figure on a half-sheet pan; around 18" by 13". Or you could use two quarter-sheet pans (9x13) and combine them; this may work better in a home oven.
Quarter-sheets are convenient, because they're the "standard size" for home pans, and they're the size pan that boxes of cake mix are designed for.
