I have two, they were acting normal , swimming and eating properly, now that I have been changing their water more often, the younger turtle has stopped all of its activities and is now always sleeping, I have been keeping the water warm enough for them and feeding them, I have read about this issue but I guess I did all I can do.... the turtle might just need some more time to get used to the changes. good luck.

Hold your turtle under gently running warm, like 80 degree F., water or let him soak in a bath of 80 degree F. water. While he is in the water rub his shell and plastron with a soft wash cloth to remove dirt. If he has algae stuck on his shell then gently scrub it off with a children's or soft toothbrush. Don't use any soap, shampoo, conditioner, or cleaner, just water. Don't scrub the shell of a soft shell turtle or young turtle who's shell hasn't hardened yet.

While turtles have no real need to play, I'd think it would be boring to just swim around all day. If you have more than one turtle in a tank, they'll be more than occupied with eachother. If you only have one, I'd recommend adding a couple items to your tank for use as boredom busters like a rubber ball. Make sure the toys you give to your turtle are far too large for them to swallow. Although I have four turtles living together in a tank, I still give them toys. I have set a small mirror beside my tank for my turtles to see themselves. That is very entertaining for them because turtles cannot recognize their own reflections. I also have a little scuba diver that they like to pass to eachother. I think it's as much fun to watch as it is fun for them to play.

There is an electrical charge going through the water when this happens, you can also get this from a broken heater. But the turtles are not affected because they are not grounded. Its the same thing as having a live wire lay across your car, the tires insulate you. You should remove the lamp as quickly as possible because of toxins, taking care that you don't ground yourself or you will get the shock. unplug the lamp first then remove it. Usually good to do a complete water change after this in case any toxins are left in the water. your turtle could get shocke dfrom the light. just think of it if your in the bathtub and a light fell in- you would get shocked! jut dont let it happen
