Not for long periods no. Your chinchilla should only be kept in heated out buildings, if not then only if it's summer and you want your chins briefly outside, if so give your chins lots of cooling granite tiles in the cage and ice packs near the cage.
Is it legal to sell Chinchillas in the United States?
They are legal in all states. Chinchillas are considered an agricultural product because they were originally primarily used for fur farming, so they don't fall under the "exotics" heading where you have to have permits or special set ups to have them. A while back there were one or two larger cities trying to ban them, I have absolutely no idea why, but it didn't go through. I'm sure more will try though, they always do.

Chinchillas need to have good quality pellets (do your research not just any pellet at the pet store labeled for chinchillas is good for them), fresh timothy hay and filtered water. If the water isn't filtered they can get giardia. Just because something says it is safe for chinchillas, doesn't mean it is.

I have never heard of a dog being declawed unless for medical reasons - through injury or infection. It is barely necessary to even clip a dogs claw if it is exercised regularly and allowed to walk on hard surfaces. Dogs need their claws to provide traction on surfaces when walking or running. Yes, They can. I own 4 dogs that have had this procedure done and they are happy and healthy. They, obviously, walked a little funny while the wounds were still healing but there is no evidence to suggest that they have any issues. And the best part is no holes in the yard.
