Not for long periods no. Your chinchilla should only be kept in heated out buildings, if not then only if it's summer and you want your chins briefly outside, if so give your chins lots of cooling granite tiles in the cage and ice packs near the cage.

Chinchillas are considered an agricultural product because they were originally primarily used for fur farming, so they don't fall under the "exotics" heading where you have to have permits or special set ups to have them. Yes, They can. I own 4 dogs that have had this procedure done and they are happy and healthy. They, obviously, walked a little funny while the wounds were still healing but there is no evidence to suggest that they have any issues. And the best part is no holes in the yard.
