The basics of knitting most jackets is to knit it in five pieces: two sleeves, two front panels, and the back piece. Almost all the time, the back and the front panels are the same length, and the sleeves are the length of the arm from the wrist to the peek of the shoulder. For most sleeves, (it depends on the style of jacket), the sleeves are thinner at the wrist and larger at the top.
Once the pieces are knit, they are sewn together with a large tapestry or yarn needle. The side panels are sewed to the back and the shoulder seams are stitched, the seam on the sleeves are sewed, and finally the sleeves are set into the armholes.
Of course, this is just a broad explanation of how mostjackets are knit.
When knitting with two strands of yarn is there any way to keep the yarn from tangling so much?
Yes. Learn to knit both English-style and continental-style. Then you can carry one yarn on the left hand and the other on the right hand. The balls will not have to be twisted and the strands cannot tangle. See video links below.

OR ..... did you mean just using the yarn double as in using two strands at once? if your pattern says use the yarn double then just use two strands at once by pulling from two skeins and holding both threads together when your work .

do what I'm about to do: take some of those iron-on patches. Turn your sweater inside-out. Cut a small piece of iron-on stuff, and with heat on very low, iron over the hole. It will keep the hole from ripping and if the hole is small, no one will ever see it.

The yarns that you do not want to use are the ones made out of nylon or acrylic, like Red Heart Super Saver Yarn, which will melt and then harden again, making a very stiff plastic-like material.

00 is a steel hook size. Manufacturers vary in their mm sizing.
I found 00 hooks listed as 2.75 to 3.5mm
If you have a particular hook and you need to know the mm sizing of it, I suggest you purchase a Crochet Hook Size Gauge Tool. The knitting needle ones do not give accurate sizing for a crochet hook. Annie's Attic sells these and I'm sure other stores do as well.

Cashmere is a type of wool. Cashmere fibre is collected from cashmere goats. Worsted yarn is the tightly twisted woolen yarn spun from long-staple wool. So a tightly twisted cashmere yarn is called worsted cashmere.

Since one cannot card yarn, I assume what you're talking about is yarn spun from wool that has been carded, as opposed to combed or simply not carded at all. Carding is the process of brushing the wool prior to spinning to remove debris and tangles and to orient the individual hairs in more or less the same direction. Carded fibers are typically spun into woolen yarns (which are soft and fluffy) and combed fibers are typically spun into worsted yarns (which are smoother and harder).
