It is possible for Meicoomon to evolve to Lilithmon, via LadyDevimon. However it can evolve into other things, such as LadyDevimon and then Mastemon, or to Angewomon and then Ophanimon, etc.

I don't think one is stronger than the other, but if we're talking about specific Veemon's and Patamon's such as Davis's and T.K's, I think Patamon might have the advantage here, as it has learned to Digivolve into many powerful forms that Veemon as yet to reach.

1st of all you need to go to Central Park and go near the lake with a combined team level between 45-74 and talk to the DRI agent. Then you need to go to South Badlands and defeat Magna Angemon. Then you need to go back to the DRI agent and you'll get patamon.

Virtually no, good luck trying to fit the shield and the cape with Sparrowmon's cannon and wings already there. The cape would also have problems with the centaurian look Beelzemon gives to the mix.

What is the recommended level to start hard mode in Digimon World 4?
I would say that for a first timer lv.42 would be good. If you struggle with the final boss in any of his forms you might need to train more to get past him. But it's the same game on hard just the enemies bump up alot stat wise but no new attacks and you should already know how to dodge the rest.

There's no such thing as an 'alternate' evolution line really because Palmon's evolution line is not 'fixed'. Palmon can become many digimon - Greymon, Leomon, Nanimon, each with their own evolutions.
Also, Bancho Lilimon's only official information is from Digimon Collectors, which includes the phrase 'it had in the days it was a Lilimon', it's some form of unspecified mode change that apparantly happened when it put on a 'tokkō-fuku' (special attack uniform) costume.
Would people like Shakkoumon better if it were a humanoid Ankylomon with angelic armor and wings?
This is a very subjective question.
Shakkoumon's physical appearence is supposed to evoke a reference to a certain type of small statue produced in the prehistoric Japan.
Since Angemon is considered to be cool and powerful many were waiting to see how a fusion with him would look like and were expecting something equally impressive as HolyAngemon. Needless to say, after setting high expectations the bulky steel statue wasn't what people were expected to see.
Many people outside of Japan would not get the reference unless they did some research first and found it looked too silly or awkward to be an Angemon evolution. Some were indeed expecting an angel in shiny battle armor.
It is an old debate by now and Shakkoumon grew on some peple already, he is divisive at best.
