I just called the Costco in the Miami area and it does not accept EBT cards.
Right now they are only accepting EBT in NYC as a pilot program. Since it has been so successful they expect to accept EBT in all the stores by the end of the year.

In November of 2009 Leo Ribas, Community Services Division Director for the Washington State Department of Social and Health Services, issued a press release stating Costco would be accepting EBT cards "in all of its warehouse stores, following a successful pilot program in New York City." There are a number of restrictions, however, including the exclusion of Costco's club membership fee.
The article further states that the stores would be accepting as early as Thanksgiving of last year, but to be sure it is probably best to phone your local Costco before planning to shop. There does not appear to be an update of the progress of the program's implementation recently.

Sure! In 2012, the federal government mandated restrictions be put in place to prohibit EBT card use in liquor stores, gaming/gambling establishments or venues. All states issue SNAP formerly known as food stamps through ebt cards.
Food EBT can be used at the point of sale system to purchase food items from retailers. Cash EBT can be used much the same way, except they will pay for non-food items. So say you buy a bunch of bananas and some paper towels; the bananas can be deducted from the Food EBT balance, and the paper towels can be deducted from the Cash EBT. A cash EBT card can also be used to withdraw money from you existing benefits balance from an ATM in the form of physical cash.
You do not have to be on social security income or welfare to receive food stamp benefits. The same goes for Temporary Assistance. You simply need to provide proof of financial burden that would make it difficult to obtain appropriate funds for you (and your family) to eat. You would need to provide proof of citizenship, proof of residency, and your employer will need to send in proof of income. Once that's done, you qualify, you're set!

"Through EBT, a recipient uses his/her EBT card to make purchases at participating retailers. Food stamp benefits can only be used to purchase food items authorized by the USDA's SNAP program. Cash benefits may be used to purchase any item at a participating retailer, as well as to obtain cash-back or make a cash withdrawal from a participating ATM.
State agencies work with contractors to procure their own EBT systems for delivery of SNAP and other state-administered benefit programs. In the United States, all SNAP benefits are now being issued via EBT.
For example, in the SNAP program, recipients apply for their benefits in the usual way, by filling out a form at their local food stamp office. Once eligibility and level of benefits have been determined, information is transferred to the state's EBT contractor and an account is established in the participant's name, and SNAP benefits are deposited electronically in the account each month. A plastic debit card, similar to a bank card, is issued and a personal identification number (PIN) is assigned or chosen by the recipient to give access to the account. What happens if a person returns food purchased with an EBT card?
The proper authorities are contacted for possible fraudulent activities, prior to any monies being returned to the electronic card's balance. Please tell your 'friends'.
