On a Fiat 500, the OBD socket is located right in the front panel. You will need to take apart the panel in order to locate it. It's near the underside of the steering wheel.

On the old (1957-1974) 500, with the twin cylinder air cooled engine, the fan belt is adjusted using shims.

The pulley on the dynamo/fan, can be dis-assembled by undoning the nuts. The outer side of the pulley comes away, and inside you will find several shims (spacers). Take one of them away and re-assemble the pulley. Put the shim on the outside, before you replace the nuts (for future use). This will make the belt ride higher up the puley groove and thus tighten the belt.

When you change the belt for a new one, you will have to assemble the pulley with all the shims on the inside, making the belt ride lower in the groove, to take up the slack.
