You have to hook it up to your PC(don't ask how) and go to sharkcard.com and it will automatically tell you what to do.

you beat the elite four and go home. next you watch the tv after your dad talks to you and talk to your mom. she wil ask you what color was the Pokemon on the tv. say red for latias or say blue for latios. you also need unlimeted master balls for them.

Ok if you are going to be cheating, you must use Action Replay or Gameshark, they are easy to get and are one of the best cheat devices in the world use them.

plug it into a gamecube (maybe wii) and insert you game and look for the cheats on the gameshark for the game you want

The Eon Ticket is not a Pokémon award. It is a Pokemon Event that has the Eon Ticket given to you. Sadly this event is over so there's no way to get it unless you know someone who got the real Eon Ticket into their game and if you do, you can mix records with them and it'll bring the Eon Ticket into your game. I believe the purple end of the Link Cable has to be inserted into the Ruby/Sapphire game in order for it to mix records so that it'll send its legit Eon Ticket over to Emerald but remember the Eon Ticket has to be legally acquired via the E-Reader if you have one in Ruby or Sapphire.
