Steve Kroft interviewed George Soros back in 1998; to my knowledge, the only way you can get copies of interviews from that far back is by inquiring directly to "60 Minutes." First, you may want to check online, because some segments were made available to the public and others are for sale on sites like Amazon.com. But if you are asking about a mythical interview where he supposedly admitted to helping the Nazis during World War II, Mr. Soros said no such thing. He told Steve Kroft that he was 14 at the time, and that his father had bribed a Hungarian governmental official to claim the young Soros was one of his Christian relatives. He once saw the Nazis confiscating Jewish property, but because he was pretending to be a Christian, he kept quiet in order to remain alive. A number of other Jewish people were saved from the Nazis by Christians who hid them and claimed they were Christian relatives, so this is not a particularly remarkable story.
But the accusation that Soros helped the Nazis did not come from any CBS interview; rather, it came from a 2010 commentary made by Glenn Beck which demonized George Soros using terminology that sometimes bordered on classic anti-Semitism: Beck claimed, for example, that Soros regularly participated in sending Jews to their death. It should be noted that Mr. Beck offered no proof for his accusations; most journalists and fact-checkers found the accusations baseless and inflammatory. I have never heard any racist comments or hate speech coming from Glenn Beck. Yes he does have some very extreme opinions that many people (including many Mormons) don't agree with, but that doesn't make it hate speech.
As for why he hasn't been excommuncated... he hasn't done anything to be excommuncated! Excommuncation is a very extreme situation in the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) and it rarely happens. Excommuncation can only take place when the person has admitted to a serious sexual sin or been legally convicted of serious crimes. Things such as spousal/child abuse, rape, adultry, polygamy, child molestation, and murder will get you excommunicated. Excommunication has also been known to happen in cases of apostasy in which the individual goes to great lengths to try to publically destroy the Church (such as a church member publishing an anti-Mormon book).
Rasicm and hate speech, although not approved of by the Church, are not grounds for excommuncation.

Glenn Beck used to have some severe substance abuse problems, but he is now an active member of the Church of Jesus Christ of Latter-Day Saints, which proscribes tobacco use by any faithful member. If he ever was a smoker, it is highly unlikely that he indulges in tobacco now.
On the hardcover edition of his book, Arguing with Idiots, Beck wears what he calls a "Book Czar" uniform.
