It depends on what college you are trying to get into and is that your weighted, unweighted, or academic core GPA??
With that GPA you won't be able to get into a Ivy League school but you can still get into plenty of good colleges as long as you have good test scores and extracurricular activities! :)

This varies, some schools use the 4.0 GPA scale, others use 5.0 or even 6.0, the highest recorded on the 4.0 was around a 4.3, the highest on the 5.0 was around a 5.1 and the highest on the 6.0 was around 6.2, In college the grading scales differ.
