I found a good "siege nest" for Niko in Alderney City. It is a ledge that runs around the first floor of the Ron Oil building (easy to find - as it is not far from Niko's safehouse). If you climb up the ladder there (which is the only way up, even though Niko can jump off the wall onto a porch roof at the back if he is desperate), Niko can hold out against cops, NOOSE, FIBs for ages. It is difficult for helicopters to get at him as well, and they barely try. However, Niko can use all his weapons to keep these forces at bay. All he has to do is keep an eye on the top of the ladder when the cops come up, also check that no NOOSE guys snipe from the roof if they fall from a shot down helicopter (which isn't very often).
Another good rat run is from the construction site off Iron Street in Algonquin, not far from the Comedy Club. There is a series of alleyways inside the building next to it, and they run through to the road right up through the city. There is also hidden armour and grenades in these areas. Again, these are good for getting away from, and keeping the cops at bay.
Both of these areas have kept me in 6 star cop chases for hours.

Niko needs to be by the road where there are cabs to be seen. Choose a route on the map and mark it. If you press L1, Niko should whistle for the cab. The driver will ask where he wants to go, and the destination should be seen on the dashboard. Just affirm with "x" and the journey can begin. Kate does not consider her time with Niko as "dates", but tells him that she just wants to be a friend. However, she is the most important girlfriend that Niko will have in the game, and her fate will be decided towards the end, when Niko will have an important decision to make about his future.
After the mission, Out Of The Closet, these three girlfriends can become available:
Carmen Ortiz - "SoBoHoe" (lives in Bohan)
Carmen can be found on love-meet.net on the computer. After Carmen becomes Niko's girlfriend, she has a useful special ability whereby Niko can call her to obtain a health boost.
Kiki Jenkins - "Law Chick" (after the island of Algonquin is unlocked)
Kiki can be found on love-meet.net. Her special ability is to help Niko get cleared from up to a 2 star wanted.
Alex Chilton - "Liberated Woman" (after the island of Algonquin is unlocked)
Alex can be found on craplist.net. Her special ability is to offer Niko a 50% discount on clothes purchased.
