Osric is a parvenu, a newcomer, having new money but no old manners. He can talk like a courtier for a short while, but his courtly talk is not from his native wit and he can be quickly baffled. This can be quite funny in performance if done right, but it is still rather mean to poor old Osric. The scene reinforces our understanding of Hamlet as a snob.
