Did a team ever get charged with icing the puck when they were killing off a penalty?
I suppose that it may have happened at some point in history, but the rule is clearly defined to not apply to the penalty killing team. This allows the shorthanded team to relieve the pressure in the defensive zone.
The team on the power play *can* be charged with icing.
Icing is NOT a penalty in hockey. It is called, by the linesman, the play is stopped, and a face off takes place back where the puck was shot from.
The previously assessed penalty currently in effect to Team B is negated, where as the delayed penalty call is then enforced.

Hockey Net dimensions. Is the height of a hockey net measured from inside or outside the tube frame?
The correct dimensions are measured from inside post to post for width, and from the surface to the inside of the crossbar for height
Yes, A goal is a goal, regardless of who scored it. The same thing applies if a player scores an "own goal " in his own net.
however a player does not receive a plus for scoring a goal on a powerplay
and a player does not receive a minus for being on the ice for a goal scored against you killing a penalty
What is the name of the skate protectors the NHL players wear to block shots?
These are called "Skate Fenders".
Waivers are when a team wants to send a player down to the minors or farm team and they have to "waive" the rights to that player before they can send him down. If another team claims that player he is now their property. If the player clears waivers (no one claims him), he remains the property of the original team and can be sent to the minors. The player may be relaesed and can be a free agent.
