In most sports, the team with the highest winning percentage--that is the number of wins divided by the total number of games--is deemed to have the better record. In your example, the team that is 4-1-1 has a better winning percentage than the team that is 3-0-3. Team 1 has won 4 out of it's 6 games and team 2 has only won 3 of it's 6. Some leagues, like the NHL, assign points for wins and ties and either assign no points or deduct for a loss. In that case, you'd have to refer to the league's particular scoring system to determine the higher-ranked team.
How are teams ranked In the NHL?
They are ranked on a point system. First order is determined by number of wins in current season. If tied then the teams that are tied default to number of games played to determine who is above whom with the lower number prevailing over the higher. If tied here as well then the teams involved default down to number of games won. If still a tie remains then it defaults down to number of points earned by the team against the other team that is tied. If three teams or more are tied at this level then the highest % of points gained amongst the teams not including odd number games. Finally, if by some miracle they remain tied then the greater difference between goals for and goals against determines the winner.

If both teams have penalties, and they are allowed equal number of players on the ice, then neither of the penalties are terminated.

No. The entire puck must cross the red goal line for a goal to be awarded. This is usually clear if the puck is sliding along the ice, but can be tricky to judge if it is in the air (eg. in the goalie's trapper).

A shot on goal is any shot that enters the net or any shot that would normally have entered the net if not stopped by the goalie. Shots that deflect off the posts or crossbar and stay out of the net are not counted as shots on goal. The number of shots and whether a shot puck counts as a shot is determined by a statistician employed by the NHL who is stationed at the rink.

It depends on the School board, or overall league that the game is played in. I played on my high school hockey team last year, and the period lengths were 15-15-15.
