You could turn on the iPod Touch a couple of ways. One way is to just plug it into the computer or wall adapter to charge, which automatically turns it on. The other way is to just simply hold the small button on the top left hand corner of the iPod Touch until the Apple symbol shows up.

It means you have un-ticked the box open iTunes when iPod/(any I device) is connected to computer. All you have to do is find iTunes and open it by yourself and then if you have MAC go to preferences and tick the box 'open iTunes when I device is connected'.
