Serial numbers on rifles and shotguns were not required until 1968. Most JC Higgins guns made prior to that never HAD a serial number- and yes, it is legal.

With the serial number that you provided,your Winchester model 1892 rifle was made in the year 1917.

Mint condition to the right buyer, maybe 20-30$ a piece. Preferably you have 6 or 12.
