Does doctrine change?

Yes, it should change with the times. The doctrine of those who assert that the earth is flat is no longer applicable to the present era.

On the other hand...It really depends on the definition of "doctrine" in use, and its scope.

Doctrines pronounced by a church or similar organization aren't necessarily perfect or eternal. Those may, and perhaps even should, change with the time.

Doctrines that reflect eternal truth (assuming such a thing exists, of course) should not change, because they do not change.

Answer

Doctrines change when those studying the bible (assuming we are referring to Christian doctrine) focus on one sentence and take that out of context. For example, Martin Luther chose "sola scriptura" meaning "scripture alone" as the basis for his change of doctrine. Anyone who has studied religious history knows full well the Church was established and growing with teachings and traditions being passed from generation to generation for 300 years before we had what is referred to as the New Testament. So to take those two words out of context, you took away what Jesus taught. Jesus said "Go forth and teach all nations" not "Go forth and write a book".

However, to answer the question, doctrines don't actually change, people don't find what they believe the answer to their questions are and the start a new doctrine.
