Well, it depends if you like it. If you like it, it will motivate you to say to yourself" I can do this." Nothing could stop your self-esteem with the motivation of JROTC. Absolutely not.
Sorry, but you must start over for your college experience. JROTC does not require military service, while ROTC usually (always if you have a scholarship from the military) ends in a military commission. So ROTC while be much more training intensive, and while your JROTC experience will help you in drill and teams, but not in the application of military science, whether it be commanding an air strike or dealing with a desertionist.
So yes, you must start over, but you will take many times as much experience and knowledge from ROTC than your high school program.

Can you join JROTC if it isn't offered at your school?
If you live near a high school that has a JROTC program, you can talk to both principals, your parents, and/or whoever else need be involved, you can technically attend the other school's JROTC program. You will most likely have to provide transportation, though. It is different with every school district.
I know for a fact that a small, determined group of students can get a program started at their through petitioning. As long as your school meets the population requirement. Look into it. All the JROTC's websites are informative.
If after this you still cannot join JROTC, you should start looking at other programs such as CAP (Civil Air Patrol), BSA (Boy Scouts of America), Girl Scouts, Young Marines, U.S Naval Sea Cadet Corps, U.S Army Cadet Corps or Sea Scouts (a BSA activity).

Raider Team- A competition team, the competitions involve team building, and leadership training. A great Experience.
Competition Drill- A platoon competing for the best drill and ceremonies score.

The highest position available in the United States that pertains solely to JROTC is the Commander of Cadet Command, located at JROTC HQ (Ft. Know,KY), who currently happens to be Major General Peggy Combs. (2015)
It's a matter known as "local policy", and it exists not only in the Army itself, but will also extend to cadet units. It's the same policy which allows not only poge units to allow Ranger qualified personnel wear the Ranger tab atop their rank insignia on their Patrol Cap (even though it's against uniform regulations), but also allows, say, private military academies with a JROTC program to wear an indigenous uniform rather than standard Army issue uniforms. Ask your AI or SAI about it sometime, and they can get a little more in-depth with this.
It will depend on your LET level and your ability to perform. Normally, it is between c/ 2LT and c/CPT, but again depending on your instructors opinion on how well you perform, your rank could be higher, or rather, it could be lower.
