The most likely explanation was that Kong, or another monster his size, was somewhere outside the giant wall after it was built, and they needed some way to put the creature into the same enclosure when it was captured. And if one did get loose in some manner, they would have to have some way to lure it back in without destroying a section of the wall.

It did seem like a bad idea in retrospect, as it was weaker than the wall itself.
