In Blue, the only way I have come across is using the BugFrag Trader in Secret Area 3. It's not a lock, so you'll have to keep at it time after time before you get one. Some sources will say that someone in the DNN studio will trade one. This may be true in White, but it is not true in Blue, unless my ROM is a hack.
