The President is not required to make any speeches except the state of the union address and that can be sent to Congress rather than spoken. He speaks on other occasions because he asked to and because he is always campaigning either for himself , his agenda or his party. People like to hear the President speak and it is not that much trouble to read a speech that someone writess for him. Most presidents like to speak and consider it an honor to speak at special events. Also, if speaks on one holiday but not another, he might offend somebody, so the president tends to speak whenver he reasonably can and has an audience.

On May 5, 1868 General John Logan, national commander of the Great Army of the Republic, officially proclaimed Decoration Day. It was first observed on May 30, 1868 when the graves of soldiers at Arlington National Cemetery who had died during the US Civil War were decorated with flowers.
