JK Rowling did not win any Newbery Awards. There is very strict set of criteria. All of the books that meet that criteria are eligible for consideration. Unfortunately, one of the criteria is that the author must be an American, or live in America. JK Rowling is not an American and lives in Great Britain.

There is technically no reason why they couldn't, but it has never happened. The Newbery is given for the text of a book. The Caldicott goes to the best illustrations.

My sister served on the award committee several years ago. Each member of the committee receives a copy of every book that qualifies, or is believed to qualify, for the award for that year. The committee consists of educators and librarians from across the US. My sister received over 400 books!
The first step is to eliminate any books that do not fit the requirements. Each member then shares the books they feel are worthy and a listing of all of the ones that people like is created and the rest are eliminated. Then they all take time to carefully review the books on the list and start narrowing it down to a winner. They may also select a few Honor books for those that are worthy of notice.
