edit: actually i think they are asking what the black ball in the bolt itself is for, if that is the case then the answer is to make sure your bolt pin does not come out while firing. if you look at your bolt pin there is a semi-circle groove all the way around it, that is where that ball locks in to make sure the pin does not go anywhere while it is slamming back and forth

generally no, either the ball breaks or it does not, if it breaks it has enough force to break the shell and therefore enough force to make a nice big mark, every once in a while though you will get a ball that kind of half breaks and those can leave marks that are hard to tell apart from spray

i would get the invert mini because it is easy to work and it comes with everything you need and it costs the same as the g3 it is not that much money but still a good gun. The invert mini Is also has no macroline and has a smaller frame.
I too have a Win Mod 70 Featherweight that I purchased new in the late 80's (non controlled feed action). The best I have ever been able to get it to consistently shoot is about 1 1/4" and that is with certainly handloads. The skinny, lightweight barrel is really a roadblock to getting MOA accuracy.
However, if you are having trouble reaching at least 1 1/2" after all of the things you have already done, you might want to consider recrowning the barrel.
