If you have an electrician in your flock he might donate the labor to wire the church, then deduct the cost of labor from his taxes as a charitable contribution. If you have members who know how to do plumbing they might donate the labor to do the finish plumbing. Lots of people know how to paint; you'll get the church painted for the cost of the materials--or less; if you stand up and say "we need 40 gallons of exterior paint and 50 gallons of interior paint, and if you want to donate a gallon go to Home Depot, buy a $25 gift card and throw it in the collection plate next Sunday" you will get a LOT of $25 gift cards.
