The best way, and not wasting pokeballs!
1. Find a banette, if u don't already have one, (you find them on route 225 at night, you need to beat elite 4 to go there.)
2. Go to route 226 and put banette first in the party and use ur super rod/good rod in the watery area and some horsea/seadra will appear, if the screen says "Banette frisked and found a dragon scale" that means the seadra holds a dragon scale; however if it doesn't just run and try again, after all it's only 5% that it holds a dragon scale.

You can also faint a nincada from a gba game and put it in the first slot. THEN use the banettes frisk.

Once they have learnt the move travel to any of these routes 29, 30, 31, 32, 33, 42, 43, 44, 45, and 46, walk up to one of the smaller trees, face it, press the "A" Button, and the message saying about "This tree looks like it could be Headbutted. Would you like (Your Pokémon's Name) to use Headbutt?" when you choose "Yes" ti will be headbutted, and hopefully a Heracross will appear you can do this all hours of the day in the game.
