You need to get all 8 badges of Johto, all 8 badges of Kanto and have beaten the Elite 4. Once you've done that, talk to professor Oak/Elm ( I don't remember which) and he'll give you access to mount silver. To get there, move west from viridian city and go into the building you reach, then go straight across the hallway and exit through the other door. Follow the path and you'll see a Pokemon center and an entrance to Mt. Silver!

Surfing
Teach HM03 Surf to one of the PoKéMoN in your party or make sure that you are carrying one that already knows it. Fishing

Old Rod: In the PoKéMart Center on Route 32 in Johto, talk to the man inside and he will give you an Old Rod to fish with. This rod is only good for catching Magikarp though, so as soon as you get a better fishing rod, it is safe to throw this one away.
Good Rod: Go to Olivine City in Johto and enter the Sailor's House above the PokeCenter. He will give you a Good Rod to fish with. This catches a wider variety of better PoKéMoN and slightly higher level Magikarp.
Super Rod: Find the fisherman's house on Route 12 in Kanto. Speak to him inside and he will give you a Super Rod. This is the best fishing rod you can get and will catch you more PoKéMoN, some at much higher levels.
