It was written by people like Handel and Vivaldi. Look up the Four Seasons by Vivaldi and that, is true baroque.

It depends where he performs. Some shows arrange live singing possibility, some don't. In most of his childhood live performances in United Kingdom, (in 2001 and 2002), no he does not lipsync. I think there are only one or two cases in UK when he had to lipsync. The last time we hear him sing live before his voice changed, is in 2005 at age 13, the TV Total performance of "Angels".
During his age 14-16 he did a lot of lipsyncing. Currently, as in his 20's...no he does not. But I repeat; it depends on where he performs as in if the show wants to pay for live performing possibility.
