President George Washington proclaimed Thursday, November 26, 1789 to be "a day of public thanksgiving and prayer". He proclaimed a second Thanksgiving Day on Thursday, February 19, 1795. It wasn't until 1863 that President Abraham Lincoln proclaimed the last Thursday of November of every year to be "a day of Thanksgiving". In June 1870 it legally became a paid holiday for federal employees working within the District of Columbia. In 1885 the law was expanded to apply to federal employees nationwide. In 1939 and 1940, in order to help retail businesses by making the Christmas shopping season longer, President Franklin D. Roosevelt proclaimed Thanksgiving Day to be the third Thursday of November. So many people protested the change in the Thanksgiving tradition that, as a compromise, Congress passed a bill making the fourth Thursday of November Thanksgiving Day. President Roosevelt signed the bill into law on December 26, 1941, and it remains in effect to this day.

Some schools are closed and some aren't. It depends on the schedule worked out by your school system.

Most aren't closed, more is the pity. It is not even a statuary holiday, but we can surely wear a poppy and honor all veterans; those that are deceased and all the ones who are alive and well.

There used to be two holidays; Abraham Lincoln's birthday on February 12, and George Washington's birthday on February 22. The Uniform Monday Holiday law of 1968 omitted Lincoln's birthday and set the date of the Washington's Birthday holiday as the 3rd Monday of February.

Many states formally recognize "Presidents' Day" to honor both Washington and Lincoln.

Richard Nixon was the president who suggested that Washington's birthday be known as presidents' day. Congress had earlier decreed that Washington's birthday would always be observed as a federal holiday on Monday, to give a 3-day weekend, so it usually was not really Washington's birthday anymore.

Presidents' Day is a national holiday. All government offices, banks and post offices are closed. Whether or not private companies are open is at their discretion.

Well, it depends. Some stores will lower some regular prices to entice customers to come to their store for the holiday shopping. They won't lower all the prices though, and often to get the best deals you have to be there early, since "supplies are limited." Some stores won't lower their prices for President's Day at all, both in the US which celebrates it, but also in other countries that don't.
