I have had a lot of experience with this, as I owned properties that participated in government programs. First, one must understand the type of housing. In general, the apartments that receive subsidies individually are less attractive than buildings that are contracted as a whole. Newer buildings are generally much nicer as the developers in recent years have been given greater incentives by the city to make better housing. The following is a list, in my opinion of apartment quality based on it's status:

Built after 1998, HPD Contracted: Excellent Condition

General HPD Contracts, pre 1998: Good Conditions

Housing Stability Plus Program (HSP): Below Average

Section 8 Voucher Units, pre 1998 construction: Terrible

Be wary of the tenants in the building as well. If you see that they are constantly fighting with landlords, or they keep their apartments in poor condition, it is very likely that it will spill into your apartment. Look for evidence of rat traps or poison. Also bed bugs. If any apartment has bed bugs, most of the other units are at risk. Look to make sure the areas around the building are clean as well.
