You can start a younster roping a dummy at an early age 5-6. However it takes real time in the saddle to learn the horsemanship nessessary to safely begin to rope. The strength it takes to throw and tie a calf is about 14 years old. Where girls break away rope in High School they can start at around 12. It's more important that your child learns to love to rope, rather than pushing to early and then they burn out early.
Depends on where you live and the prices themselves. Dairy bull calves will not cost much; maybe $150-$200. You won't find beef bull calves for sale. Make sure you castrate them as soon as possible so you don't have a trainwreck when they get older.

Depends on the rodeo. A typical PRCA Rodeo will have seven events:
Tie Down Roping (aka calf roping), Team Roping, Steer Wrestling, Bareback Riding, Saddle Bronc Riding, Bull Riding, and Ladies Barrel Racing.
Some PRCA rodeos also have Steer Roping.
A youth Rodeo may have the seven events above plus Pole Bending, Goat Tying, Goat Tail Tying, Break-A-Way roping, Steer (and/or calf) Riding, Ribbon Roping, and Flag Race.
College Rodeos have the seven events above plus Goat Tying and Break-A-Way Roping.
Local rodeos may have other events like Wild Cow Milking, Wild Horse Race, Chariot and/or Chuck Wagon races.
