She still will run away when given the chance. The issue is two fold as I see it. The Husky breed is a breed that loves to run and smart enough they get bored with menial tasks. With no fence in your backyard they would just keep running, not run in circles around your yard. Secondly, Huskies are friendly to everyone. They are more likely to see someone walking down the street and go out to greet them. They make terrible guard dogs. If not under your constant supervision the Husky will run away. They are not a breed for someone who is looking for a dog that can be "off-leash" at any time. It's not their fault, and it doesn't mean they don't love you. It just means they love running more and they are a very independent breed.
To answer the first part of your question, yes a Husky can be an outdoor dog. Thanks to their double coat they can handle cold weather well. However, that being said be aware that a dogs coat comes in thicker if they transition from summer to winter months outside. In cold weather climates you can't take a dog and turn them from an indoor to an outdoor dog during the winter. Also be aware that depending on the color of your Huskies coat, you may need to pay special attention to creating shade and cool spots for the hot summer months. The double coat is a double edged sword. I have heard that their coats can actually burn, mine is an indoor Husky though so I can't say for sure.
