As a coach, it is certainly something you need to be aware of.

When you pitch why does the ball rise in softball?
When you do your wind up, some times you will tend to Lean. When you do, it causes you to release the ball at a different spot, even if you still release from your hip. Because when you lean it also causes your release point (your hip) to move. This is why coaches say the term " Stay Tall" when your pitching.

its called t-ball instead of having a pitcher you hit off of a little stick with a whole on the top so the ball stays.
In fastpitch who takes the throwdown from catch second base or shortstop?
Either. It depends on the situation. The player covering 2nd is usually determined by who is at bat, the runners on base, and, primarily, the team manager. The second baseman and the shortstop usually will signal each other before each pitch, who will be responsible for covering 2nd. This is done by whichever infielder has been designated to give the signal to the other, and is done by covering the mouth with the glove, looking at the other infielder and either opening the mouth, or closing it. An open mouth means the other player is covering, a closed mouth means the signaling player is covering. Open mouth mean you (the other player), closed mouth mean me (the signaling player).

Is it necessary for girls that play softball to wear a pelvic protector?
NO it is not necessary for girls that play softball to wear a pelvic protector.
Wearing one is entirely up to the girl. If she feels as though she is comfortable enough with her skills (catching or even quickness to dodge a ball in some cases) then she should not feel worried. There is a small chance of doing permanent damage if one is not worn.
A catcher may have a higher chance of getting hit in that area because the catcher and pitcher usually the most involved in the game, and the catcher is squatting for most of the time.
(I have been a softball catcher for many years now, and I have not gotten hit in the pelvic area.)
