I dont see why you cant build a platform over your pool. I built a deck that comes off the back of my house and extends out and around the entire 30' round above ground pool. Basically instead of doing a regular Deluxe splash deck, I wanted to be able to just walk out of my back door onto the deck. The only thing I did different was where you have the opening around the pool I used heavy duty electronic actuators which I connected to a sub floor panel which slides into place over the entire pool. to make this simple all I did was use the actuators which allow anything you connect them too able to slide forward or backwards or if you turn it in the other direction it will allow things to go up and down.
Im sure you get what I'm saying now, so when we hit the switch the panel slides across the pool which makes it look like there's just a big deck there. Its a great space saver and people that have never come over usually dont realize there standing over the pool and when we hit the switch and the floor slides back most are pretty impressed because they assume its something that has to be very expensive to do but its not at all.

I just installed a 15x30 pool. To get the required 2" of sand plus the cove around the edges took 4.5 tons. Here in Baltimore that ran me about $200 delivered from a garden center type place. You may need more if you have really uneven ground or need to do additional leveling.

There's two parts to this: 1) Only "jump in" a pool that is approved for diving, and only where it's deep enough that you won't be injured (by hitting the pool bottom or side). 2) If there's a shallow end, there no reason a non-swimmer couldn't wade into the pool under supervision (by a swimmer who can rescue them if they get into trouble). I wouldn't recommend a non-swimmer "jump in" the deep end of a pool even with supervision.
