I believe the 4th person on the cover of the Bee Gees 1969 Best Of album is Colin Petersen - the band's drummer and a full member of the band from 1967 to 1969. Guitarist Vince Melouney was also a full member of the band from 1967 to 1968, but it is unlikely he would be pictured on an album released in 1969. There are a number of photos on the "Official Bee Gees Web Site".
