I do not believe so, since he is in hell. Hell is the absence of God, and since God is love, I would guess no one can love in hell. Thus he would use people instead of love (use is the opposite of love).
Now lets say Satan can love; why would he want to? Loving is an act of God.

The scriptures do not state that the devil has/had a wife. It is doubtful that he does, as the scriptures do tell us that in heaven we will be like angels neither marrying nor giving in marriage.
