Katniss and Peeta find Cato at the Cornucopia (the place where the tributes started), and he is attacked by dog-like genetic mutations that look like the fallen tributes. Katniss shoots Cato with a bow and arrow to put him out of his misery. According to the rule change, Katniss and Peeta have won, but it is announced that the rule change has been revoked and only one tribute can win after all. As neither one wants to kill the other, they both threaten to commit suicide by eating poisonous berries called Nightlock. Knowing that they had to have a victor, the rule change is put back in place and Peeta and Katniss win the Hunger Games. However, a rebellion has already started in the districts, and in the later books you find that the Hunger Games was only the start of Katniss' problems.
