No, the Volturi Leaders are not brothers, they are really old vampires who found each other, and started the Volturri, Aro is the Leader and most likely convinced them, however, Marcus's wife, Dideyme was Aro's sister, Aro killed her to prevent Marcus and her from leaving them. Athendora is Caius's mate, and Aro's mate is Sulpicia.
