after you fix the generator at the power plant, talk to copycat
and find her poke doll. when you go out of the Pokemon fan club
a guy will be there. after he tells you about latios it will start wandering through kanto
when your done the game go to the Pokemon fan club in vermilion and go out and a
person will be standing out of the fan club hell tell you how from there.
after getting 16 gym badges go to saffron city and talk to copycat, she has lost her pokedoll (clefairy). go to vermilion city and go to the fan club, talk to the fat guy by the clefairy doll and he will give it to you. after you exit steven (from hoenn) will say latios/latias (depending on soul silver or heart gold) is in Kanto. it will appear on your map in the same way as entei and raikou. find it and it will be at lv40.
Once you get the National Dex and have exited the Pokémon Fan Club in Vermillion City in Kanto, Steven Stone from Hoenn will appear and tell you Latios is roaming the land of Kanto. Also, If you want Latias, you can get it from a Wi-Fi event

Pokemon indigo, i had a charmander, i think he evolved at level 19/20 i had to rebuild my account ill update you when he evolves, at level 18 go to setup your battle team down to charmander, click him, scroll down on that bar and click evolve! remember that's captured Pokemon not battle team.
