Because marriage vows are like any other only as good as a person's word. There are a myriad of reasons why some would dishonor themselves and disrespect their vows, but most definitely want to appear single by not wearing one and are obviously not committed to the marriage completely for unknown reasons. They could be embarrassed by their partner, married too young, feel trapped, dissatisfied with communication, etc. You will have to investigate why they are not fully committed based on their actions etc. Counseling if you have a lot of time invested might be a good idea.
