There is no 'way'. Witches aren't vampires; you don't awake or 'get turned'. To be a witch you need to research it and traditionally spend a year and a day accumulating knowledge, pulling form here and there, learning before you are dedicated into witchcraft/Wicca or self-dedicate. The year/day is so you can gather as much knowledge as you can so you actually deserve to title yourself as a witch. You don't want to get caught by a well-learned witch because you boast of being one and really you don't know what a Sabbat is, or a besom. These are just things you need to know.

Dowsing has been around very nearly forever, and has been (and still is) practiced by many devoutly religious people. There are some who would claim it is Witchcraft, (and persicute those who practice it) and others who would not. There are still many farmers and other ordinary people who dowse for water, in fact, even today, most well drilling companies can put you in touch with a dowser, if they don't have one on staff.
Why do people do black magic on other people?
Because they can. Not all practitioners of majick are Wiccan and so, not all of them follow the Wiccan Rede of "that it harm none, do what ye will". Personally, I believe that there are instances where using dark majick is appropriate. And, as long as I am willing to accept the consequences of my actions, so mote it be. I have participated in banishings (to keep bad people away) and bindings (to stop bad people from hurting others). This is dark majick and there are many people who would not even think of doing so, because it is going against the will of another human being. But, I paid the price and was willing to do so, and would do it again, if I felt it necessary.
