No, no real wolf breeder would sell them, because they wouldn't want to endanger the very endangered Mexican wolf species. If someone is trying to sell you a Mexican wolf, they're trying to rip you off.

It depends a good deal on both the type of wolf and the terrain (in rugged terrain, they tend to have a more compact territory). With all that said an estimate of 30-40 km daily is probably a reasonable estimate for a generic "wolf".
