I dont know what service you have, but for DirecTV, go to menu>Parental, fav's & setup>highlight and click set up>go to network>advanced set-up. Here, you can enter in your IP and all that good stuff. If you have Verizon FiOS, Youl have to have a Tech come out and enter it in for you, scince they have a special access card to do this. It's not true. You can use a dynamic ip address to use remote desktop! Problem with dynamic ip addresses is that it can be changed any time, and you will not able to connect to your PC. The best way is to use full computer name. It does not depend on ip address.
My Dish Network receiver is connected to my home LAN and the internet via TCP/IP for remote control of my DVR, on-demand movie downloads, etc. IIRC, there's a place in the Dish OnLine menu to get the receiver to request an IPv4 address from a DHCP server. If there's no IP address, then there's no remote control, online movies, etc. I'd bet that DirecTV has a similar setup.
If you are connecting to a Remote PC or DVR recorder with security cameras connected to it then you would need to know the IP address of the DVR location. After you figure out the IP address for your security cameras you would need to login to the router at the security cameras location and forward the Port Number.
