you could try some how getting it covered in boiling hot water, or use a wrench, in desprate times I'd call for proffetional help.
Many times you need a chisel and hammer and just replace the plug
Depends if it is a cap or a plug or no hub or a brass /lead plug
A sewer line cap is used to seal off the end of a sewer line to prevent leaks and blockages. It functions by securely covering the opening of the sewer line, preventing sewage and odors from escaping and keeping debris from entering the system. This helps maintain the integrity and efficiency of the plumbing system.
all you should have to do is take the distributor cap off, and there it is. answer take the distributor cap off, pull the old rotor off, put the new one on, put the cap back on.

If you are on city sewer, the line to the sewer is either clogged or collapsed. You will need to have a plumber check it out. If you are on a septic tank, it may be full and need to be pumped out.
You have to pop the cap off on the front of the acrylic handle, then under the cap there will be a screw to undo.
Do not take a radiator cap off. Fill from the overflow tank or you will add air to the cooling system and it will have to be bled off or your engine will overheat.
Vapor locking ...try a new cap
use a chainsaw
On the 4 cylinder, Take off the plastic accoustic engine cover ("ECOTEC" on it, and take off the oil filler cap first). It just pulls off once the oil cap is off. Then look down where the dipstick is, there is what looks like a PVC pipe drain plug for a sewer drain in your basement. That's the cap to the oil filter. You'll likely need to bend a wrench or go out and buy an appropriate crow's foot to get in there but removing that cover will reveal the paper cartridge. It's a dry sump so there shouldn't be any oil in there and the cartridge will be only a little damp.
